Promotion of LED lighting for municipalities, municipal organisations and registered associations
The municipal guideline of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) was amended on 1 January 2022 and is valid until 31 December 2027.
In the interests of climate protection, refurbishment projects by local authorities, associations and non-profit organisations are subsidised with regard to LED exterior lighting as well as LED interior and hall lighting .
Criteria for funding
- 20% with 50% CO2 savings
- 25% with 50% CO2 savings with technology for adaptive adjustment
Financially weak municipalities receive a higher funding rate of 50% CO2 savings:
- 25% of the investment volume with time- and presence-dependent lighting
- 30% of the investment volume with adaptive lighting switching
- Minimum funding amount €5,000
- Minimum amount of the project size €25,000 or €16,667 old
- Municipalities, cities, municipalities and districts (associations)
- Companies and facilities with at least 25% municipal participation
- Public, non-profit, religious schools, daycare centres and universities or their sponsors
- Religious communities with corporate status
- Public and independent, non-profit youth workshops and child and youth welfare facilities
- Non-profit registered sports clubs
- Cultural non-profit organisations
- Workshops for disabled people
Eligible applicants receive a 25% subsidy for the refurbishment of interior and hall lighting; the same applies to exterior lighting. From 2022, an own contribution of 5 % must be made; from 2023, 15 %.
Financially weak municipalities that are associated with a state aid and reconstruction programme receive 40% instead of the above amounts; no own contribution is required.
Applicants from the Lignite mining areas (Rhenish mining district, Central German mining district, Lusatian mining district) receive the same funding rates as financially weak municipalities.
The amount of eligible expenditure must be calculated in such a way that a minimum grant of EUR 5,000 per application results; the de minimis limit is therefore a minimum investment of EUR 20,000 or EUR 12,500 for financially weak applicants.
- Authorisation period: 12 months
- Lighting design: In accordance with DIN EN 12464-1:2011-08 or, in the case of sports facilities, in accordance with DIN EN 12193 by qualified planners
- Scope of funding: Complete luminaire system consisting of luminaire, light source, reflector/optics and cover; control and regulation technology; required installation material
- System luminous efficacy/rated luminous efficacy: > 100 lm/W
- Service life: > 50,000 operating hours based on L80/B50
- CO2 savings: > 50%
- Colour rendering: > 80 Ra (CRI)
- Control of the lighting system:Reference design in accordance with GEG Annex 2 for the corresponding utilisation zone
- Avoidance of light emissions to the outside: recessed lighting of hall edge areas through which light is emitted to the outside (e.g. through windows)
- Authorisation period: 12 months
- Standardised lighting design: By specialist planners in accordance with DIN EN 12193 with uniform area illumination
- Lighting control requirement: Installation of a lighting control system suitable for use (e.g. two-stage for training and competition)
- Service life: > 50,000 operating hours based on L80/B50
- CO2 savings: > 50%
- Colour temperature: 4000 K
- Ecodesign: Replaceable lamp modules and replaceable ballasts
- Prevention of stray light: No light emission into the upper half-space, emission geometry at a steep angle, low luminance
- ULOR in conjunction with floodlights: Selection and installation in accordance with (ULOR) 0 %.
- Illuminance: Max. 30% higher number of lux than lighting class III (for simple training operation) or lighting class II (for competition operation); lighting class I is not eligible.
- Period of authorisation: 12 months
- Funding area: Outdoor lighting in conjunction with control technology for at least two different traffic areas and traffic-calmed areas (zone-, time- or presence-dependent lighting)
- Standardised lighting design: By specialist planners; the lowest possible illuminance must be selected to protect against insects.
- Service life: > 100,000 operating hours based on L80/B50
- CO2 savings: > 50%
- Colour temperature: 3000K
- Ecodesign: Replaceable luminaire modules and replaceable ballasts
- Prevention of spill light: no light emission into the upper half-space, emission geometry at a steep angle, low luminance
- Uniform area illumination
- Floor spotlights are not subsidised
Do not start until you have received the positive approval notice.
Worth knowing
It is essential that you only start with commitments in the form of supply and service contracts once you have received the positive approval notice. Otherwise, your project will most likely not be eligible for funding.
Multiple subsidies and combinations of loans and subsidy programmes are permitted; however, you cannot combine another federal subsidy with the BMU subsidy.
